Overhead- and horizontal-scrolling STG released for the Sharp X68000 in 1988 by Tecno Soft, who had previously made games for the PC-88 and MSX platforms. Only text needing a translation would be the opening and ending crawls, though it's easy to locate a plot synopsis and, for that matter, the story's mostly irrelevant. Providing an emulator standalone using WinX68k High Speed should do the trick for the floppy disk image emulation.

This game alternates between Time Pilot/Xevious-like base destruction stages and more contemporary side-scrolling base traversal stages. It's difficult to complete, especially with a 1cc strategy, but Thunder Force II was ahead of its time both audiovisually and mechanically, letting players stock up on a variety of weapons for the side-scrolling stages. Tecno Soft's signature scratchy voice-acting snippets are also present, in reasonably good audio quality for the time too. Advantages over the Mega Drive version include 2D transparencies, higher-resolution sprites and BG layers, and even extra stages left out of the console release. Since SEGA owns the publishing rights for Thunder Force after they produced Thunder Force VI, putting this and the original 1983 Thunder Force together as a package would make for a smart sell.
