Just to translate, Carmageddon as well as the Splat Pack, are allowed in Germany from ages 12 and upward, not banned.

However, this may mean the special censored version that has robots instead of people pedestrians.

Still, german customers should at least be allowed to buy this censored version - instead of being completely unable to buy the game.

Yeah, this sucks. I have the german version box of this game, but for some reason can't buy it online. The german version had robots instead of human pedestrians, and was thus allowed to be played.
