Install Games Without DLC as default

Currently all games install with all DLC enabled. I would like an option to only install the base game. this can be a global option or per install, either works.

There are games where the DLC fundamentally changes the base game in a way we don't like, Fallout 4 is an example, sometimes you just don't need the high resolution pack if your using a mod, like Fallout London for example. Or a game like Stellaris where some DLC change the game to much or in a way you don't want.

I don't even use Galaxy, but if I did, this would piss me off. Voted. (Honestly, even having an option to install owned DLC automatically that was on by default would be better than not having an option at all.)
