This is what happens when a developer wants to make a huge, living, changing game world and doesn't feel pressured to render it in state-of-the-art graphics. It may not look as pretty as a Bethesda game, but it's more alive than a Bethesda game by far. The clearest example is the Dominators. They're taking over the galaxy, and they're not kicking back waiting for you to come stop them. They are frikken TAKING OVER THE GALAXY. They'll invade systems while you're chilling out and running trades. Their dominion will expand with each conquest. There's no script, and while you will be notified of an attack in a distant system, the invasion waits for no man or woman. If you get there in time, you can join the fight. But it will proceed whether you're there or not. So go live in SR2's galaxy, and do whatever you want. It'll be doing its own thing, and how and how much you want to shape it is up to you, not some scripted story.
