There's nothing really wrong with The Outer Worlds, the main problem is it doesn't do anything well. I found the story and characters to be extremely boring. The humour is very flat and safe. The RPG mechanics and game play are shallow. There's little variety in gear other than some science weapons, both visually and functionally. The game is so easy even on max difficulty that your character development choices do not matter outside of dictating how you approach encounters. The presentation is good, I wouldn't call it visually stunning but it has it's own style that makes it stand out. The music, audio and voice acting are ok, even though some voice actors sounded just as bored delivering their lines as I was listening to them. Technically the game runs well and was bug free, quite the achievement for Obsidian. I've bounced off this game after multiple attempts, there is just nothing deep enough to keep me immersed to finish it.
