Subjectively the best with Longwar mod
My favorite among the Xcom games. But it needs the Longwar mod.

XCOM:Enemy Unknown Complete Pack
A fun and challenging game. Enemy Within adds many new abilities and classes for hours of fun. Very re-playable.
