Arcade gameplay with no strategic depth
In this game each mission is in fact a series of dozen or so mini-missions revealed to the player as situation on the battlefield unfolds. Most of the situation on the map is controlled by AI and player only controls a handful of units. Needles to say, AI behaviour is scripted and your action have no impact on what will happen in other parts of the battlefield. And since you're in fact playing a series of mini-missions there is no place for strategic thinking and planning, no need to devise any sort of plan, nothing that I would expect from a strategy game. There is total chaos. Playing this game doesn't feel like commanding an army. It feels like commanding a fire squad going from one emergency call to another and putting out fires. This game tries to be a strategy but gives you tactical mission, except that it doesn't offer any depth typically present in tactical games. Also, there is practically no difference between playing US and Russians. One good thing I can say is that graphics is still good after a decade.
