New corruption gameplay mechanic: Use lobby work to gain access to new perks to boost your economy and manipulate your faction standings.

Adds new game mechanic
The main thing you get with this expansion, is a new game mechanic: Corruption. All three new buildings relate to corruption. One is a house that faction leaders only can live in. It has a perfect 100 quality, costs a fortune to maintain, and they pay no rent. But in turn, you gain money for your Swiss account. Next, is the "President's Club", where you "hire" faction leaders to "work" for an enormous salary. In turn, they will pull strings for you, allowing you to circumvent the more difficult aspects of their faction. Last, is the "Corruption Agency", which can either convert research into Swiss Money, or consume research to reduce corruption. Corruption is bad. It is generated mainly by earning and spending Swiss money. It's also generated by having faction leaders working at the President's Club. It will naturally decay over time, or can be reduced by spending research at the "Corruption Agency", or by giving away a bunch of cigars (?). That last one feels a bit odd to me, and a little overpowered. I'm taking down one star for it. Corruption will drain your treasury, reduce faction's opinion, reduce liberty & crime safety and negatively impacts trade route prices. In many ways, you're given greater control on shaping your society, but at a heavy cost. It's a balancing act, that really brings a lot to the game. New missions are always welcome. This one is meant to help you learn the fundamentals of corruption, as expected.
