Take command and engage in great military conquests and delicate diplomacy. Control your nation’s budgets, recruit and manage governors and commanders, build your economy and infrastructure and much more.

Shadow Empire is one of the most ambitious games VR Designs has ever made. It is a rich experience and a truly unique game. One that is unlike any you have ever experienced before.


Make agonizing decisions in response to events occurring in your Nation, demands from your Leaders or from third parties such as cults and crime syndicates. You can also use your available Stratagems to create new opportunities and enhance your Nation. You will be able to optimize every aspect of your rule.

Recruit Leaders and appoint them to become zone governors, council directors, army commanders or advisors. Leaders can have over 40 different skills and can receive Leader feats to augment their statistics.

Install a parliament, senate or politburo in your nation and change the machinery of your government over the course of a game.

Engage with your neighbours on the diplomatic front: Minor regimes can be coerced to become vassals. Major regimes can be tied down with pacts and deals, ensuring a peaceful coexistence or you can use your spies to manipulate their politics and reveal their military forces.

Attempt to manage the expectations of your people and your leaders. There is a strong role-playing and human dynamics element to Shadow Empire. If you are not careful in their management, you may have to deal with discontent, strikes, corruption or even all out rebellion.


Shadow Empire has specialized procedural design that ensures high replayability and allows vast experimentation. It is not just the planets that are procedurally generated, your equipment, vehicles, leaders, location and more are variable.

Explore procedurally generated planets that follow the rules of Astrobiology. Including detailed climate, rainfall, deserts, snow, glaciers, lava streams, deep forests, alien evolutions, mountain chains, resources, rivers, biohazard levels, respiratory hazard levels and more.



Exploit the planet with a huge variety of mining operations: Water, metal, rare metals, oil and even radioactive materials. Prospecting is often necessary for discovering resources that could be mined and you‘ll need to scavenge through the ruins of fallen empires and discover rare artifacts from a lost age.

There is also a separate system for discovery of technology, formations and units. Your Research and development path is different every game and this ensures that the route to success is different every time, too.


Explore 150+ stratagems and deploy them as you see fit.

Stratagems are complete plans and series of actions that allow you to complete vast swathes of micromanagement tasks simply and easily. This system can also help you respond quickly to a crisis or unforeseen situation.




Discover and design 30+ different unit types such as light tanks, walkers, missile launchers and much more. Design your units to fit the needs of your army, choose their loadouts, balance speed and armor and create the exact land and air forces that your nation needs. Shadow Empire comes with over 100 different formation types, deploy Infantry regiments, Siege Battalions, Tank Divisions and so much more.



Fight battles with detailed combat resolution taking into account factors as readiness, morale, supply, experience, entrenchment, landscape, recon, rivers, weapon and armor technologies, concentric attacks, leader skills and posture stratagems.


Discover and research over 100 different fields of technology.
The game starts at a low level of technology as your nation drags itself out of the ruins of a galactic collapse, but at the end of the tech tree you’ll find knowledge that allows you to build exciting technologies such as ICBMs, laser guns, atomic missile launchers, walkers, shield-generators and more.

Manage a realistic supply chain that has real consequences, running out of ammo could mean that your military is unable to attack or defend itself. Running out of food could have even more dire implications.

Extend your logistical network capabilities by building roads or rails as well as constructing truck stations, maglev stations and supply base assets. Develop transport helicopters and cargo planes to set up Air Bridges to support Invasions or to drop supplies into isolated positions.

Probably the highest replayability 4x

A lot is already said. In first quarter hour i had to fight the UI, which is not intuitive. But if you know it, you know the logic of it, then it becomes ok (not very good, but good enough. ive seen way worse UI^^ (looking at SupremeRuler)). And there are keyboard shortcuts for all the important stuff, which is nice. Next hours i had to learn stuff about the game. Using ingame descriptions, and because ingame a lot is not descipted enough, using the manual and internet. You can see, the game has some depth. Might not be for everyone. Its for those, that like it deep, not shallow, and wide, not narrow. With the different planet types, it adds A LOT of replayabilty, as different planets will feel very different, and need different buildups and empire managment. Some planets may be very hostile (immidiate death if a soldier gets wounded - aka gets a hole in his protective suit, or immidiate death if a soldier stays too long outside supply range -> running out of oxygen to breathe, or extreme heat and radiation), so your game will develope slower, because you have to build your cities out and expand your borders with your infrastructure. other planets might be very welcoming (breathable atmosphere, drinkable water, edible native plants etc), so you can expand borders beyond your infrastructure faster. except if there is extreme native life, thats hostile, or huge mountain ranges, that are basically impassable early game, and also mid game only passable with extreme cost to build infrastructure through it. The planet generation is pretty powerful, but i bet most people dont have a clue what different planet traits have for an effect. if you want to have nice easy first game, go for planet around red/orange/yellow star; avg temp ~10-18 degree celsius; 0,6g - 1,2g; some rain; breathable atmosphere edible alien plants so replayabilty comes from enviroment, and isnt artificially set with "idea groups" "cultural traits" or other arbitrary statistics. i like that.

Clunky UI, modding/linux hostile

The game has deep gameplay and a fun loop of exploration, research, and tactical wargame combat. However: 1. The UI is overly complicated requiring many, many mouse clicks to do the same thing over and over. Some game systems are very obtuse and needlessly complicated. There is some "engrish". Mouseover helper text is mostly just "click here" and not actually useful. 2. The game files are password protected(!!) You cannot tinker with gameplay values or mod the game, unless all you want to do is update the graphics. 3. The developer has stated that he will not make the game compatible for linux and is recently adding in Windows-specific graphics code (for a game where graphics are not important). 4, Like all Slitherine products, the game is over-priced for what it is. While this game is interesting, I don't think it's worth spending the effort to learn a new system when the developer/publisher is so hostile to their players. There are other games out there that value players and welcome modding. Alienating the modding and Linux community is a really bad idea because these are the players that are more likely to provide feedback and increase the value of the game with their free contributions.

Favorite 4x/grand strategy of all time

After 200 hours this is one of my favorite games of all time. The first 40 hours I spent mostly starting new campaigns and getting my ass kicked. The learning curve was steep. There are multiple systems that the game doesn't immediately call attention to, that will send your empire into an unwinnable death spiral after 40 turns or 100 turns. Never mind defeating AI opponents, you have to *stabilize* your nation. You need to keep water and food production up, taxes flowing in, and doing things like building armies or firing/hiring leadership risks creating long term deficits that are difficult to recover from. Not to mention, variety is immense. You might start on a planet surrounded by an endless deathtide of neutrals threatening to overrun you from the start, or barely any neutrals at all. You might face loads of minor or major nations, or maybe it's largely just empty desert out there. You might struggle for every drop of water, or (with the dlc) start on an island surrounded by an ocean that spans the entire planet. Different playthroughs have you engage with completely different systems. The combat reminded me of Hearts of Iron. You build units with a set of customization choices to alter their combat role and performance. Infantry tends to be defensive and then as you progress up the tech tree you unlock offensive and specialized options, tanks, planes, etc. Perhaps the meat of the game and (looking at other reviews) the greatest source of frustration is managing your leadership. Your empire requires leaders, quickly adding up to ten, twenty, thirty people. A single badly chosen leader can have terrible consequences 50 turns later. I think this is where the game can stand to be less opaque and better tutorialized. If you like what you've read so far, I can't recommend this game enough. Shadow Empire is epic and wonderful and I love it. But I do suggest finding a tutorial for the leadership management.

A Masterpiece

I own the Matrix version since day 1 (June 4th, 2020). This is, simply, one of the best 4x pc games on the market. What is even more amazing is how young this gem is & with a great developer...all is well for its' future. Some struggle with the UI (no clue why) & complexities of the logistics. (which are superbly done) As good as this game is 'solo'...it is even more fun in 'multiplayer', either via sending a small file email or playing 'hotseat'. Per 'hotseat', no need to be connected to the internet like some games force you to be.

Too difficult to understand

I only played about 2 hours. While the price on GOG is pretty cheap compared to everywhere else at the moment, the game is too difficult to both play and understand, with no tutorial whatsoever. I can see how deep it is, and that thing's great, but once I declared war to a minor state and started fighting, I would lose every single attack even tho I had a high numerical advantage and the game showed me before each battle I was supposed to win or at least lose just a few men. I can understand the prediction not being entirely accurate and lose a few battles here and there even tho I'm expected to win, but every single one? I'm sure there's an explanation for it. But the game doesn't tell you, you have to figure it out or guess by yourself. If you're not willing to read the manual at least partially, don't buy this game. I refunded the game after playing 2 hours. Maybe one day I'll get it again, but not right now.
