Just Cause 2
One of my favorite open world games. It's an older game so you have to limit fps to 60fps, otherwise it crashes. I just set the monitor to 60fps. I have this on Steam as well and on there I use /frameratecap=60 in the launch options. I like this for just flying around in an army jet and using rockets on pretty much everything. Great, mindless, open-world fun.

A Giant Leap from the first Just Cause
Just Cause 2 expands on everything good about the original, beefs up the graphics, and fixes the vehicle handling. JC2 also seems to take a cue from the Red Faction games with massively destructible structures - given they're enemy strongholds are enemy assets. The even bigger sandbox, variety of weapons and vehicles, grappling hook & parachute, mission variety, and dark satire of geo political reality are all present - and this time with gamepad support! Now there are three factions, each with their own agendas, to do various missions for as well as the regime you're to take down. The graphics hold up well and run at max settings on even entry level GPUs post 2015.

Absolutely a terrific game
It's a great game. The combat, movement and vehicles are cool and the scale of it is just... wow Tho some things are scaled back to balance the gameplay (eh the speed of planes) but overall it's a great experience and lots of content

Just Cause 2 - Complete Edition
One of my favorite games. It's like a mix of James Bond and Vin Diesel meets Jim Carey. Some of the physics will have you rolling on the floor. A+++ Love it!

You need VSync to make this playable
You need to enable VSync, otherwise enemies and vehicles are invisible half the time. Idiot programmers.
