Summary
Fallout: London lets you explore a dishevelled London set in the Fallout universe. It overhauls Fallout 4 with a new story, new weapons, London-centric items and a vast recreation of the ruined city to explore.
Fallout: London is a free total conversion mod for Fallout 4, available to anyone who owns the base game and all of its DLCs. It is developed non-commercially by Team FOLON, many of whom are proud London residents or expats.

I have wanted to try this mod for awhile now. I saw this one-click option and thought there hasn't been a better time. It installed and worked for me on the first time.
I am only a short way into the game but I am impressed by the production value, the environment, and so far the story already has me intrigued.
The short version is that Fallout London is a great and terrible experience.
The long version is that the mod is a marvel in terms of existing. The fact that the team actually finished a full overhaul of Fallout 4 is incredible, must have been a nightmarish undertaking, and I would never dream of diminishing that.
And believe me, this does not feel like Fallout 4 with an English paint job. This feels genuinely different.
You can have a lot of fun with London, and I certainly did. There's fun and unique weapons and armour, hundreds of locations to explore, collectibles to find, and more I won't mention.
But there's a few problems.
The first is that the mod is very performance intensive, much more so than Fallout 4 itself, and the load times can be extreme.
And you can expect crashes and hard freezes. Specifically, the intro and ending videos both froze for me, and I had several crashes alongside that.
The second, larger issue, is that the writing of the story leaves a lot to be desired. I won't spoil anything, but you can make a reasonable guess very early on and watch your character (despite having the same information) never make the connection themselves. That may not sound like a huge issue, but it's one of the things that drives the plot forward.
The factions have a similar issue. There's not much depth or nuance to them, and most of them never interact with each other or matter in the grand scheme of things.
I know it's free, and for what it is it's incredibly impressive, but the groundwork here is laid for something much better that just doesn't come to fruition.
Enjoyable experience with some glitches and errors that hold back late game advancement with companions and quest lines. Incredible presentation and world building that has its own character without losing the Fallout edge.
Buy Fallout 4 complete edition, play Fallout London for a while then wait until the DLC releases with further patches.
Worth the time. Will be five stars with later patches.
