Bloated story, amateurish voice acting
If you're familiar with the first, then this one is similar in the management screen and adds a turbased tactical combat element. The former is fun and with some improved visuals. I really enjoyed the whole PD management from the first game. But the tactical combat really is too shallow to be considered added value in this case. What I'm really put off by is, as many reviewers have pointed out, the awful voice acting and bloated story sequences. The first game had story sequences but they were maybe a couple minutes at most. This game starts you out with a 20 minute non-skippable story sequence. Then, even for calls, there's just an unnecessary amount of awful writing and more plot sequences. I don't know why the developers thought to turn this series into a story heavy title suddenly because the first, while it did have a fitting narrative, it didn't feel like it "got in the way" of the gameplay and the fun. If you played the first and enjoyed that management gameplay, that's why you play these games. We don't play "Sim City" for 10 minute story sequences for some Sim's homelife and their conversations with the mayor's assistants. We play for the GAMEPLAY. I came to this sequel for more of what I enjoyed from the first but it turns out the gameplay comes secondary to the developers' writing ambitions.
