As the world’s economical crisis deepens and inequality tears the very fabric of society the discontentment of the masses manifests itself in violent public disturbances and civil disorder.

RIOT – Civil Unrest is the highly anticipated real-time riot simulator that places the player right in the heart of some of the world’s most fractious clashes. Campaigns include: Indignados (Spain), Arab Spring (Egypt), Keratea (Greece) and NoTAV (Italy). Seventeen single level scenarios include Rome, Oakland, Paris, London and Ukraine.

RIOT – Civil Unrest’s creator, Leonard Menchiari, experienced rioting first-hand at the NoTAV protests in Italy. He created the game to tell the stories and express the feelings experienced during these clashes. What triggers the crowd to behave with such anger and aggression? Often outnumbered, what does a police officer feel like during the conflict? RIOT – Civil Unrest presents the player with the opportunity to experience both sides of the fight - a fight in which there really are no winners. Who is right and who is wrong? Experience RIOT – Civil Unrest and draw your own conclusions.

Play as the Police

Employ numerous crowd-control tactics, both passive and aggressive. Command Assault, Tactical, and Ballistic squads. Call in police trucks, water cannon or even a tank! Choose whether to use smoke grenades, rubber and plastic bullets or even live ammunition.

Play as the Rioters

Instruct Rioters (armed and passive) and Journalists. Incite rage and cause the masses to act aggressively or try to calm the situation with tactical crowd reformation and retreats. Attack authority with Molotov cocktails, fireworks, paper-bombs, rocks, street furniture and the power of the media.
  • Sixteen campaign levels split over four scenarios; Keratea (Greece), NoTAV (Italy), Indignados (Spain) and Arab Spring (Egypt).
  • See the story unfold from both sides - play all thirty-two levels as the Rioters or the Police.
  • Single player mode - play against the computer AI.
  • Versus mode – play with or against a friend or AI on the same computer.

Not bad

This game does a decent job simulating Protests/Riots and Riot Response/Control. At the moment there are only 4 Story mode campaigns, each with 4 missions that allow you to play as either Protesters/Rioters or Riot Response Officers. You also have a "custom mode" that and "Editor" mode that allow you to create and play customized scenarios, though the editor is still in Beta so you may run into some problems as it's not quite refined. In Story mode you will play through different campaigns in Spain, Italy, Greece and Egypt and your goals for each mission are to push back the opposing faction to achieve an Objective within an designated Time Limit while utilizing special abilities/equipment that can be used to your advantage as you try to outwit, intimidate and fight back the opposing faction. You can set the difficulty between "Too Easy", "Challenging", and "Lawless" to set enemy AI response times. I personally Recommend "Challenging" as the AI puts up quite a the challenge indeed. Also in story mode your actions on either side you choose will be rated and judged according to public opinion. If protestors resort to violence while the Police remain non-aggressive then Police will gain an advantage in the next mission if the public opinion favors their behavior and vice versa if police respond with violence against a peaceful protest, so it's up to the player to determine when it's appropriate to use force and keep their faction from getting out of control as both sides agitate each other in a literal fight for ground control and public opinion. Co-op and multi-player functions are restricted to local only at the moment so I'm unable to review these modes. Whether it's planned to have online support in the future, I'm unsure. The game has a few minor glitches and bugs as per usual with early access games as well as a few performance issues that eat up your CPU and memory usage, but aside from that, the game is fairly decent and I look forward to future updates.

Fun, but can be better

After playing for some hours, I can't deny the game is fun. People may have expected a bit more leading to some dissappointment. But with a bit of work, this could end up being a pretty solid and fun albeit limited experience. It's not the Total War of rioting and it won't be. But there is some definite "there" there, and as you play a bit more and get used to the somewhat clunky controls you can probably find it. As I said, after my initial dissappointment I got a taste for the game as I played more. At the core is story mode, which leads you through a series of protests and confrontations with police in different settings (like Indignados in Spain, Arab Spring in Egypt). Players can play as both protesters and police and have a range of attributes at their disposal to help combat each other, either through peaceful, not so peaceful, or downright violent means. The game requires a little bit of experimenting to understand best practices here, but there are definitely some interesting strategies to use in combination with them. Gameplay itself can be a bit clunky, and the game can use some finetuning in that department. Often when trying to attack units onscreen, you inadvertently select your own units, and it can be difficult as police to really come to some sort of synchronous action, although even here it seems that you definitely reap some of the chaos you sow - treading lightly can seem counterintuitive, but can make the difference between ultimately getting the job done with just the right amount of violence or things spinning out of control and you being at the short end of it in the numbers game that unfolds. Also, this game really NEEDS a replay option. Some of the events that develop onscreen are rather interesting (especially when playing police IMO) and it would be nice and helpful to be able to watch the action afterwards. All in all, this game is interesting enough and has enough content to warrant it's price as is. But it can be better still.

Fighting the UI instead of police

The game has interesting, unheard of theme which in itself deserves 1 star. However, it has no tutorial (at least it's not obviously exposed to the user) and very steep learning curve. The UI and gameplay needs to be discovered by trial and error, and since both are unusual and don't copy any established conventions, playing Riot is more like fighting the game itself rather than opponent.

ALMOST UNPLAYABLE

the worst pathfinding I've ever seen in such a polished game, your units will randomly destroy their perfect formation and ruin the time you spent gaining ground. there's no tutorial for me to skip. you can only select your unit by clicking on the single member of that unit that the game considers the leader, no way to tell when they're in any formation except he's somewhere near the middle, you try to keep things tight and prevent gaps in your formations but the movement of your units is hamfisted and hard to predict EXTREMELY FRUSTRATING

Pretty damn good

Like any indie game it is not without its problems, however, this was a fantastic little time waster game, the idiots trying to push political agendas in the comments or complaining about an indie dev not giving AAA treatment on a $15 game are simply giving 1 stars for plenty of reasons that have nothing to do with this game and everything to do with their personal insecurities. Feel free to ignore these unwarranted and unfair reviews, give the game a shot, and remember, its just a video game. support small businesses, support indie artists. big thanks to the devs for dropping this little gem in my lap.
