Classic TBS with plenty of tinkering
Only thing that comes close in recent years is HBS Battletech. Plenty of options to build with and not as much meta-gaming required to win.

This is an old game, played as a kid, but even now the story and the turn based mechanics with shields and weapons still draws me to play it.
