Regarding TR version for non-GOTY installations:

Unfortunately, we were told to wait for a new build from CDP Red. They didn't provide an ETA but it should be available next week

However, there is a workaround for now (assuming you patched the game to version 1.30) :
Please go to the game's directory, default:
C:\GOG Games\The Witcher 3 Wild Hunt\
or:
C:\Program Files (x86)\GalaxyClient\Games\The Witcher 3 Wild Hunt\
move the tr.w3strings file from \content\patch1 to \content\content0
after that, once you start the game, you should be able to choose Turkish subtitles in in-game settings
