The region that your account is set to when you purchase the game is the region that the offer comes from, regardless of where the preorder was made from.

Everyone is paying in dollar equivalents to their local currency's price. Because otherwise the bajillion people who picked up TW1 and TW2 together would be paying part in pounds or euros and part in dollars. It would be a billing nightmare.
