ariesjdd: Yeah. I caved and dl'd the client. It would have been better to have the patch update on the game url.
Well, we have the offline installer updated and there is an offline patch.

Sorry for the confusion with "Are you using Galaxy?" as I neglected to follow that up with "or the offline installers?".
