I'd suggest you test generating a million results of a random number between 1 - 10. Break it down into columns and you'll see that is graphs within .1 percent of 10% for each random number.
Also: at small sample sizes, nothing is random. Look, I flipped this coin twice and it was heads both times. The coin must be broken.
