If you like grinding the same basic thing over and over again, sure go for Civ IV. :P
Unless you've got a history of depression, or would otherwise find it inconvenient to play a game where everything goes exponentially worse for the protagonist as time goes on, there's no reason not to pick MP3 first. When you're done with that, go grind away in Civ, until Rockstar releases some single-player DLC, if ever. ;)
I mean, why pick one if you can have both at some point? :)
As far as reviews go, MP3's story is great, the narration is top-notch, everything about the execution is just amazing... Unless you're ToralBiscuit and have got a grudge against excessive cutscenes. :) And the music...
The combat itself is cool, but definitely not genre-redefiningly mind-blowing.
