I saw the Starbound things where If you own It on steam you get a free copy on here, I want to give It to a friend, how would I do that?

No, Connect is not for gifting games. If you want him or her to own Starbound, you'll have to buy a gift code (either here or on Steam). : )

You could, in theory, link your Steam account with his GOG account, but the link is permanent, you can't undo it - meaning that all future Connect-eligible games that you have on your Steam account could only be redeemed by him and the GOG copies would be permanently attached to his account.
However, if you're a person who doesn't care to have a GOG copy of his game if he already has a copy of it on Steam anyways, this is a perfectly viable option.
