Also: if they are part of CE only, why 2 not 1?
I can understand that CE has a little more content, but why divide this extra content in 2?

I just don't want to play another Galactic Civilizations III clone.
This content was already promised for the CE a while back. I am not sure what you mean by "divide this extra content in 2" though.

barty_uo: I already have both libralies so I at least tried to "repair" installation and after restart PC and there is no difference

The DLC or EC or CBBTFTGBRC (Couldn't Be Bothered To Finish The Game Before Release Content) better be purely cosmetic.

I have pledged close to about 100 projects on Kickstarter now and I always see a deep divide between people wanting KS-exclusive content and those who think that anything at all that effects gameplay directly should not be exclusive to the privileged few. I think you can guess by now what group I belong to.
