For single player, you do NOT have to create an account to play and you can install the game on as many computers as you wish.
I would think that having an account would be seen more as an anti-cheat mechanism rather than DRM since you aren't prevented from playing the game at all if you are disconnected from the net :)
It's the same installer for all languages. Sorry but we don't have a "multi-lingual" tag yet for the installers.

We usually mark installers for a given language as "german" or "de" (to use the German example) in the actual filename :)
