Peak dictator simulator
I've played Tropico 3-6, and 4 is easily the peak. Most of them have their own pros (even 6 has buses, which can be fun), but 4 istomps in every category.

Tropico 4 (micro-review)
You are El Presidente, a dictator that has his, or hers, own topical nation island. The game has a lot of charm and humor, which you can see all over the place. Gameplay is not made for large scale sandbox playing, instead it's heavily oriented towards the campaign missions, but don't worry, here, it has you covered. The "Modern Times" expansion brings a lot to the table, like new buildings and a new campaign. The campaigns follow a story and you get to do all sorts of crazy stuff including getting (Twitter?) followers and managing a hiccup outbreak. Every person on the island is tracked individually, you can click on them and see all sorts of data and their thoughts. Here you can also issue arrest warrants, bribes, brand them as heretics, eliminate or arrange "accidents". Unfortunately not everything is happy and sunny, there is a lack of micro-management that I believe is necessary. For instance I had a pretty big problem when instead of exporting what I considered excess food, my subjects decided to first hoard a lot of the food at the market instead of a more balanced approach. "Modern Times" times comes with a lot of newer versions for a lot of buildings, unfortunately you're stuck with a pretty inefficient system for the transport of goods, which becomes a bigger and bigger bottleneck as your city develops. Pros: charm and humor. Cons: doesn't scale well for larger cities, lack of some management options. Rating: Have no fear, El Presidente is here! http://pixelloot.com

Relaxing and enjoyable
To be fair I bought this game to try it, it's not typically the type of game I like to play. But in whole I found this game pretty fun for a simulation builder. It has wonderful assets and a great soundtrack, even though the gameplay is a little bland for my tatse. I would definately reccomend the Tropico series to people who like the Sim City style of play; this game is worth it, even the voice acting is entertaining! You will get to rebuild and shape your Tropico islands however you like; you get to manage building, politics, foreign affairs, supplies, education, police and fire rescue and more. And from what I've seen; you can do it with whatever moral stance you desire to simulate!
