It is Included in the GOTY edition
GOTY edition owners own this DLC as well. It isn't mentioned but it's there. Mostly cosmetic, a couple quests and a New Game + option is added with this DLC. Just to clear up the confusion.

The best company in the world
I fucking love this game, played it for 9 hours yesterday and it was great. and now i see this, 16 free dlcs?!?!??!?!?!?!!??! What in gods name is this developer, defying the norms of the gaming industry that we have seen grow more and more corrupt over the years.

Way of the future
Adding free DLC's is setting the record straight for other game developers. Normally there are expensive 'extra contents' which really aren't extra, they are just normal gameplay removed from the game and resold as 'extra'. The great thing here is that free DLC is increasing the hype for the game, the reputation of the developers, and the happiness of players. This is how you increase competition and improve the development of future games in the right way. This is how it should be done.
