Fun, but ultimately flawed

It's not a bad game, but it's a clear case of the developer's ambitions greatly exceeding their reach. The parts that work are great - moreso than Paradox grand strategy games, this is a true real time grand strategy, with combat that takes place on an hourly time scale on a grid down to a few kilometre scale. You need to balance multiple resources including both civilian and military economies, and of course being based on the real world this is not at all balanced - most countries simply don't have access to all the resources they need and are forced to rely on trade or conquest to acquire them. There is also a detailed tech tree that not only provides access to appropriate units depending on your country, but also a variety of upgrades to both military capabilities and civilian benefits. The problems come with what is missing or only partially implemented. There is supposed to be a pollution mechanic forcing you to balance cheap fossil fuels against other more expensive power sources, but despite many references to it in game and researchable technologies with no other benefits, the whole mechanic is simply not there and can be ignored entirely. Various other mechanics suffer similar problems, and it's often not at all obvious which they are unless you look it up in forums. Where things aren't missing, single player often suffers from the AI just not knowing how to use them properly or at all, with it frequently building huge numbers of totally inappropriate units and then leaving them just sitting around. Perhaps worst of all for this game, the developers have been doing a lot of work on it, but released the results as different games. Supreme Rule Cold War and 1936 made big improvements, and now there is Supreme Ruler Ultimate which puts everything together and allows play from the start of WW2 right up through the time that 2020 covers. If this game appeals to you, don't bother buying it and just get Ultimate instead. It's exactly the same game, but better.

Lacks something

I'm the type of person who love Crusader Kings, Europa Universalis and Hearts of Iron. I really wanted to like this game but it just lacks personality... If I am to spend hours on a steep learning curve, I really want personality to help me get immersed. A for effort, C for execution.

Intresting game, bad engine, worse AI

At first you should know, that Battlegoat is making the same game over and over again. It is basically Supreme Ruler with a reworked engine and more of all. It is a RTS at global scale wich is calculating turnbased and works with hexfields. You are the leader of everything a nation does. And now feel free to do whatever you want. There are some scenarios, but all in all it is purly sandbox. After Supreme Ruler Cold war all games where bound to Steam, so I just own the games up to CW, but I know that every game came with many improvements to the engine. And the engine is the main flaw of Supreme Ruler. The Game itself is kinda fun, if you finaly where able to understand it. It will take long enough, belive me. But then you see how idiotic the AI works. You let the AI build your army? Wellcome a very bad buildup. You let the AI control the army? Well, when all your close combat units are gone the artillerie will remain in place. Only trading recources works good enough, if you are a little more deeply into the options. But be shure, in the long run the AI will crash the world economy because all AI nations start to build insane ammounts of unitfactorys and the AI will never scrap units deactivate them when they are activated. All the world will run out of money and some recources when new depts are not possible anymore. And back to the engine, this huge amount of units will kill the game performance too. The more units the more stealth and viewrange checks have to be done.A very CPU heavy task. The problem was adressed in SR: Cold War to some degree. So if you don't own CPU with high single core power (yes, no multicore) be shure the game will be very slow soon. Even if you start without units. There are some pathfindingproblems too and the interface is sacred with very small buttons that mostly look very similar. But it sounds worse then it is. If you like such game, you can waste many hours in it and then you notice, that the sun shows up in the morning.

Supreme Ruler: Ultimate is the game you want instead of this one. However, this one is still very good, especially with mods! The negative reviews are a bit too harsh on the game. Yes, it is a bit difficult, but it is a niche game and meant to be that way.

A Detailed Painstakingly Slow HOI clone

Summary: the game is not, though it stretched very thin. Even on Fastest, a single day i.e. the tick unit, takes 35 seconds. Considering that it takes a month to get anything significant done, you will be waiting something for happen for minutes on end while looking around and doing nothing. The resource scarcity slows the gameplay further as you can have only a couple units researching, getting built and lots constructing before your budget runs into red. Do not expect much actual freedom or quick progress in anything. A simple super-fast mode at 10x Fastest speed would fix the biggest waiting-related issues is why I do not give this 2/5 it deserves. As is, the game is a great way to drive away your nosy friends. Slow and boring. 1. This a Paradox Interactive published game (the company logo is in the main menu), not a Battlegoat self-publication in any way. 2. The AI makes colossal mistakes. 3. The real countries are there, though they are not unique. E.g. I had France selling me Tigers and I was playing Germany. I guess everyone has the same stuff. 4. The default background music is nigh-tolerable, though gets old and annoying. 5. The overall sense of cheapness in the game. They are a lot of complex sounding things such as Rules of Engagement, though I doubt they are that deep. I never got that far. 6. The cabinet ministers change things on their own. They do issue bonds/loans and raise taxes when you dry up the treasury. 7. The game runs very poorly. It does not lag noticeably, though it keeps running even when alt-tabbed to the background and reserves one-and-a-half cores while it runs and keep maxing at least one core constantly. Most likely is programmed like crap and to not implement a proper resource pooling routine instead of resource WASTING. My laptop ran quite hot with this game. 8. Controls: the arrow keys to move the screen ARE NOT IMPLEMENTED. This is a staple QOL feature in strategy games and this game does not have it. F-ing lame.
