Description
For a long time the Planet Generation of Shadow Empire was limited to dry Planets and Planets with relatively small bodies of water. Now all is possible. You can create second Earths and even Waterworlds. Planets with many islands, or just a few continents. The new maps being generated with Oceania DLC change the feel and ambiance of the game completely. But it also changes the gameplay a lot and will make you experience a different style of game.

On top of this: the existing land-based Traders have gotten a more organized cousin with the sea-based Traders, who are known as Maritime Trade Houses (MTHs). The MTHs will allow you to explore the Oceans and secure Transport Contracts to invade and/or keep logistics flowing between different continents or islands. The MTH are of a very mercantile nature and it is also possible to acquire their stock. Once a shareholder you can use Policy Meetings with the MTH to influence their attitudes and Dividend payments.

I like the original game a lot, and in fact am leaving another review for that game seperate right now. What starst out as an interesting concept in the original sort of teeters and lands flat with this DLC. I am not mad I spent the money, it was cheap and I do hope this studios creates more content. However, I think time would have been better spent programming actual watercraft you can put to the Ocean, instead of the current "contracts" system with water tribals. Over time I figured out how to use the contracts, but the AI (even on beginner) becomes obscenly obnovious with the overuse of the transport contracts, leaving you having to constantly defend your shores from foreign invaders you can do virtually nothing about, especially if you hit a lag in certain key resources. Like I said, original is fine, but I just get frustrated at the fact that if I had the option to build ships to keep the shores of my soverign country safe, then I would much rather do that than have to use the political game to keep everyone happy. I love the military use in the game, but sweet Jesus it would have been amazing to apply that to the ocean as well. I call this one a missed opportunity.

All rough edges & oceans without ships

Two killer problems with this expansion: * It uses the already janky and often unintuitive logistics system from the base game and makes detailed understanding and minute control over it critical. It's rough edges really shine through here. You need to wait two turns until a new shipping line is established: First you need to have a randomly generated stratagem card, the next turn you can select from a few randomly selected target locations (although existing owned ports will always be listed), and then the turn after that the transport line will exist. Then you can use the "Makeshift Port" card (taking another turn to apply) to make it somewhat usable. Once you've got that going you'll be fiddling with SHQ and zone settings to get your units to actually receive supplies across the sea and not starve. Have 100 logistics points transport capacity, but your infantry unit has 104 weight? Tough luck, it can't be transported. You can manually create custom battlegroups to shift the elements around and make it fit in the logistics limit, but that's fiddly micro work. And, despite reminders at the start of the turn, you often forget to renew transport contracts, leaving your units or island zones high & dry. * You don't actually get to build ships and naval units, or fight on water. Maritime Trade Houses (MTH) are simulated to do that in the background, and you can use stratagem cards to influence them and rent their transport capacity. The MTH control and influence mechanics work okay, but aren't great either. If they decide to go to war with another, you can't do much about it. I believe the developer statement towards naval units and combat is "maybe someday". As for positive things, the water map types and alien aquatic critters are kinda neat. I considered leaving a two star review, but decided on one since my conclusion came to be "the game is better without it". Play the base game and skip on this expansion. All it really adds is frustrating logistics micro.
