Ok for a DOS game.

it's literally an old DOS game. To be honest I was more excited to have logged into DOS for the first time in like 30 years than play the game. If OOOOLD games are your jam then by all means play this. Otherwise...there are so many better city build games

Too bugged to play

Major bug that makes the game unplayable. Every time I get a city up and running and the housing starts to develop, eventually the housing will decline and disappear even though all their needs are met.

repetitive with not gameplay

the game has no tutorial and is very unpopular the gameplay is not to play by the rules and win, but to discover the rules to begin with not very fun and when you know what to do you just idle until you are allowed to continue. repeat the same actions 10+ times full text +tutorial https://milkandhate.wordpress.com/2025/01/16/caesar-ii-dosbox-gog-caesar-2-tutorial/
