I think "why" first of all because it has very particular requirements to run. It was the only game I recall ever needing to run on Windows 3.1. So it lives in a post DOS, pre Win95 shadowland.
As for the game itself. It's a fun digital board game featuring auctions of real and fictional works of art. The value of the items (correlating to your final score) can fluctuate due to random world events that play out as the game progresses. The astute player may hear rumours and take advantage of these.
