It looks like the left side of the screenshot (slightly blurry) on my machine. But I would definitely prefer how it looks on the right side (sharper pixels) of the screenshot.

I have a GeForce 1080Ti videocard. Oh, and my monitor is not 1080p but 1440p.

1440p that is a size that I have never seen DOSBox on. Do you have the windows scaling at 100% or some larger value ?

For such a high resolution screen, I would suggest that you try changing:
scaler=normal2x
to
scaler=normal3x forced

in dosbox_warlords2.conf

for fullscreen mode at least with this game (with your 1440p screen). For windowed mode, some more settings might need to be changed
