I have been able to find many discussions regarding this problem with Unreal Tournament GOTY, but very few regarding Unreal Gold. In all the instances I've found, people seem to have the problem all the time. For me, the game runs fine while full screen but goes into warp speed (easily 4-5 times normal game speed) the moment I enter windowed mode. Lowering the game speed to its lowest possible setting in game (50%) does not help. Any takers?

Maybe. I don't recall seeing the option. Is it in the .ini file? Perhaps the "preferences" console command? I am currently away from home (work) but should be able to check this Wednesday night when I return.
Update:

VSync tweaking does not rectify issue, nor does giving the game core affinity.

It's a known problem that Unreal Engine 1 games go really fast (Deus Ex, UT GOTY, Mobile Forces, Unreal Gold) on a modern system. For Unreal Gold, have you tried if you have a DirectX10 or 11 card? Otherwise, if you have a DirectX 9 or OpenGL card, try [url=http://pcgamingwiki.com/wiki/Unreal_Gold#OldUnreal_227_Patch]this to see if it works. I see you have a DirectX11 card, so the former should work.
