I have purchased The Witcher GOTY v1.31. And I don't have Downloadable Content under options in Menu. Is it normal I have verified my game it seems okay. How do I toggle alternative look for Ciri.

I've been searching for solution on my problem for like 9 months or so (practically since i started playing W3). Now that i've completed Blood and Wine what ends my first gameplay i'm already eager to start a new game and make some other choices.
But this time i would like to disable all (or at least Triss) alternative looks. The problem is, when i go to a "Downloadable content" in main menu, i can only see all DLCs listed and can not interact with them any way. Did someone finally managed to solve that problem? How can i turn out alternative looks?

Hickory: There should be an 'Options' button, as well as an 'Installed' button. You want the options. See attached.
The thing is i only have "Installed" and "Back" buttons :) Screen attached. And if anybody would want to suggest it - already did "check/repair" through Galaxy some time ago :)

That's odd. In that case, you could disable them from your '..Documents\Witcher 3\user.settings' file, which can be opened in notepad. You will see a section called [DLC], just make sure the following are set to zero instead of 1:

[DLC]
DlcEnabled_dlc_004_001=0
DlcEnabled_dlc_006_001=0
DlcEnabled_dlc_008_001=0
DlcEnabled_dlc_011_002=0

Those are the on/off switches for Ciri, Triss, Yennefer, and alternative Gwent cards.

I have the same problem. I do remember seeing that option when i had just installed the game though. But now it is nowhere to be found...

The settings are under gameplay. Check the gameplay settings before loading/continuing the game.

There isn't a DLC menu.
You will see four options under Gameplay : "Alternative look for Yennefer, Triss, Ciri" and the option of "Gwent cards"
