I'm doing the quest but I can't find one more Fool's Parsley,all the plants are "off" and can't collect the last one..
Is there some sort of bug or the last one is kinda hidden ?

Plants are all over the path you followed from the beginning of the quest. Just get back and gather them. There are much more than required amount, actually. Or you can always restart from a control point.

I did that 4 times and no Fool's Parsley at all,reloaded 3 times...

Yes, I have the same problem: I gathered all the components with no problem, but there's 0 Fool's Parsley on the map.

Sorry for necro post. But I found the solution.
execute this in the console:

addherbs('fool's parsley')

and the brewing cutscene will begin
