Do you have a high resolution or Anti-Aliasing enabled maybe? Does it run faster/slower with lower/higher resolution or is it independent of that? Analyzing this will give you a hint. If it is resolution-dependent and you have no AA active and it still runs slow in a low resolution, then the Radeon HD 4600 needs to be upgraded. The CPU is good enough, that's for sure.

i have aa off yea and with my screen resolution wich is 1280 x 1024 it runs too slow and not playable it has like 10~15 fps but when i make the resolution 800x600 it runs a bit better with 30 fps but still a bit slow and terrible image quality
yea and what low budget ati card do you recommend for it to run faster

Hmm, R7 260x, or if that's too much, then R7 260.
If you have a widescreen, try putting game's resolution to the exact same your desktop is. Also, if you have windows 7, you are regularly going to receive notifications about ideal resolution in various executables, that is; just note it and apply it as per your system's needs.

Finally, even in low, check and make sure that SSAO is DISABLED.
May sound simple, but did you update your drivers or are you running with the Windows standard driver that gets used after installing windows?

Ehm, truth be said, i always update...
close v-sync if it is opened and update your vga driver.
If your card Hd 4650, this game must work normal. Because i tried this game with that card.
