I downloaded patch 1.1 from the gog witcher 2 site, installed it, but now everytime I try to run the game I get a black window that fills up half my screen, and an error window that says
"Direct3D 9 device initialization error".

What does that mean? I was playing fine before I applied this patch. Should I just reinstall to the earlier version?

You may want to update your graphic card driver. If it's up to date, a reinstall of DirectX might be helpful.
Then, you can also do a clean reinstall of the Witcher 2 followed by a repatching.
