The Launcher is still trying to download the English subtitles and voice-overs, which I assume are the two files named "en0.w2strings" and "en0.w2speech", respectively, located in the CookedPC folder. I'd expected that either these two DLC files would have been removed from the list since I installed the game in English to begin with, or at least that they would have their entries marked with a green tick since their respective files have already been downloaded.

Exiting and restarting the Launcher doesn't stop the downloading, or rather, the "attempted" downloading of these language packs.

Speaking of DLC's, when I started playing at the gate with the King, I was dressed in what looked like the Roche Commando jacket, but the actual entry in my inventory was labeled "Blue Stripes Leather Jacket", and listed as an "Epic" item. Am I supposed to have started the game with a random enchanted item, or is the "Blue Stripes" jacket really just the Roche Commando jacket?

First off, you don't need to download the english voice and subtitles. The game has them already.

Second, first try to terminate the launcher and then re-run the patcher. I was stupid enough to think we had to download those files as well, and doing this reset the launcher for me. Some people say it didn't and they had to do a regedit. You'll have to do a forum search if you find yourself in that boat.

First off, I know I don't, and I said as much in the OP. Second, what "patcher"? All there is in the game folder is "Activate", "Launcher", "Performance Tester", "Register", and "witcher2". Mine is the retail/physical version, not the GoG.com version.

{EDIT}
Nevermind, found it in "My Documents" in the game's savegame folder. Anyway, running the patcher didn't stop it.

The GoG version has a "patcher" executable in the install folder. Since you don't have the GoG version, I really wouldn't know where that executable would be, but I'm sure you have something similar somewhere.

And, if you knew, why did you try to download them? ;p

Didn't work for me, what about deleting 62 and 63 too?
This is not working for me either. I tried deleting entry 62 and 63, but they are still there the next time i open regedit, and the loop remains with Troll Trouble sort of highlighted.

Not even me. I have other 2 keys, 33 and 34. How to fix? before the patch I did not have this problem.
