First off my system specs:

Intel Core i2500
8 GB RAM
GTX 570
Solid State drive
Windows 7

I am running this game on max except for DOF, bloom, and Uber. I am getting major texture pop in like not even 5 feet in front of me. I have edited my ini to the following and made it read only. Any ideas?

My guess is that it's because you put your texture memory budget to 1024 MB which, depending on how much VRAM your card has, leaves either very little or no room for other important things. Which, depending on the situation, can lead to very strange behavior from the game's streaming system. If I were you I'd put that back to the Very Large default (600 MB, if I'm not mistaken) and see if it fixes your issues. Unless you're using tons of high-res texture packs you honestly don't need more than 300 - 400 MB anyway.

I have the exact same issue! And it appeared only after patching to the Extended Edition! I am perfectly sure there wasn't any texture pop in before. And now, as OP say, it's 5 feet from Geralt!!!
It is actually a game ruining bug.
Is there any fix out there or do i have to return to the Version2.0?

I did what you suggested and still TERRIBLE pop up textures/NPCs. Watch this video that I found on youtube, I am having the EXACT same problem:

Problem solved (but not in a "correct" way). I just uninstalled Enhanced Edition, reinstalled the game up to 2.1 patch and that is that! I WILL miss those 4 extra hours of gameplay but , well.... you can't have everything in life....
