I'm not the most savvy PC guy out there so I was just wondering if The Witcher: Extended Edition Director's Cut has V-Sync anywhere in the options menu? The screen tearing is pretty distracting from an otherwise awesome game.
From the very handy Fixes to Common Problems sticky thread by Waltorious:

Enabling Vsync:

Sometimes forcing Vsync in the graphics card drivers works, but sometimes it doesn't. If it doesn't, grab the D3DOverrider program that's included as part of RivaTuner. You don't need to run RivaTuner, just run D3DOverrider. It's a small program that runs in the system tray and is used to force Vsync.

So, guessed it right, no option in the game.

As an addendum to this, ATI cards seem to have the biggest vsync issues with the game. My old 5770 would not run vsync to safe my life, until I used the d3doverrider. My new nvidia cards run it just fine.

I found that ATI (or should I say AMD) has problems with forcing settings on Win 7. I never had these problems on XP.

Oh great. I have an AMD graphics card (Radeon HD 6950) and Windows 7.

No worries, just get the riva tuner app, and use the d3doverrider utility that comes with it. It will straigthen you right up!
Yeah, it's irritating if Vsync isn't on, most notably with this game but I too use d3doverrider, it's even opening in startup so, a little bit of trouble can save a lot of gray hair.

Yeah D3DOverrider is a tiny program that runs in the system tray, you basically never notice it. It also plays a little sound when you launch a game so you know that it's kicking in and enabling vsync for you.
Note that you may need to do a little something extra to get it working. My 64bit Windows 7 refused to use the unsigned driver that D3DO uses. I had to run some command to make windows okay with unsigned drivers. I don't member it, but its pretty easy to find.
