How do I deal with this error?

As soon as I download a game and try to run the EXE installer, it returns this error. I don't know what to do with it because I am using an Administrator account, and I should have full permissions. I have tried disabling UAC, but it still returns the error.

I did that before regarding Overseer, but the response came back that you all don't support Windows 8, so I figured the forum would be a better option.

Anyhow, I solved my problem by booting up into safe mode and installing it in safe mode. For anyone who doesn't know how to get to safe mode in windows 8, here's my instructions: (Note I use Win 8, and I do not know the locations of things for Win 8.1. Maybe it's the same, maybe it's a little different)

1st: Bring up the charms bar and click the gear-shaped icon for settings. (The charms bar is that bar on the far-right that appears when you move your mouse far right and bottom or swipe from the right-side with your finger/stylus)

2nd: Click "change PC settings" at the bottom-right.

3rd: Click on "general"

4th: Then see the options on the right and scroll down to the bottom where under "Advanced Startup," you will see "restart now." Click "restart now" under "Advanced Startup."

You're PC will now restart, and when it's done, will show you that list of options that it showed you before restarting to pick from. Push the appropriate number from the selection list that corresponds to the type of safe-mode you want to start up, and viola, your computer will start in safe-mode.

Alternatively, I've never tried this as of yet, probably will eventually, you may also bring up the msconfig window via the run command window, and then tell it to boot to safe mode that way. I'm not sure if it works like it did in XP, but it might. If you find that way easier.

The way you bring up msconfig and might be able to get safe-mode from there is as follows: (Again, I'm using Win 8, and have no knowledge of how Win 8.1 works)

1st: Bring up the charms bar, and click search at the top.

2nd: Make sure "apps" is highlighted, (For me it's highlighted by default because it's at the top) and then type "run" without the quotes (" ").

3rd: You should see the "run" application listed on the left side of the screen. Click the "run" application.

4th: The run window will pop up on your desktop. Now type msconfig and press "enter" or click "okay."

5th: The "System Configuration" window should pop up. Click on the "boot" tab at the top-left.

6th: At the bottom of the window, you should see an empty box next to "Safe Boot." Put a check mark in that box.

7th: Click "Apply" at the bottom-right, then click "ok," and then restart your PC.

If Microsoft hasn't changed this function since XP, you should boot up into safe-mode. Then to change back to regular boot, simply bring up the "System Configuration" window again, click the "boot" tab, and uncheck the "Safe boot" box, click "Apply," then Click "ok," then reboot.
