When you are in the cockpit you can press Alt + O to open the options menu. In the audio options you can find speech but disabeling it doesn't seem to work. When I disable it, the speech in the briefings is still on and there are no subtitles.

No subtitles confirmed?
It seems that disabling Speech in Cockpit doesn't work which the gog version.

There is a workaround:
open
SC.CFG
and
SCTO1.CFG with Notepad or Notepad++.
Don't do this with Word/Wordpad or similar progs.

Find "=voclist.tre" and change it to

##=voclist.tre

save and restart, you will see the subtitles.
To enable speech again, just remove the ##
THANK YOU!!!

My lord the voice acting was ruining this game for me.
This should be pinned!
With voice-only mission briefings I never knew what was all about.
I really cannot understand. I tried everything, even removing the line (and save, I checked that I saved and exit) and even then the game keeps on loading the voices. Is the reference to the voices hardcoded in the cd or something?
