If you mean can you purchase the game here and somehow redeem it on Steam, the answer is no. GOG does not and never has sold Steam keys. GOG's entire existence is based primarily on DRM-free games and Steam is, well, the antithesis of that.
You can download the file directly from your library or you can use the Galaxy client, which is in some ways like a Steam client and many ways not, and download it from there.
