I cannot seem to find a way to make it so the AI does not place additional factions in multplayer matches. Is there a way besides just taking up all the slots?

As far as I am aware, no. The game is balanced around having 7 factions. Even when the expansion added 7 more factions and an editor to make your own, the total in play was always 7. I suspect that it might be hardcoded.
