I get the fatal panic error in xpsp3 on launch.
I am creating a new thread since none of the proposed solutions in the earlier thread worked for me, as outlined below, and the earlier thread is marked solve.
I tried changing the sound hardware acceleration, no dice.
I tried swapping the quicktime qtp file, no dice.
I tried Windows 2000 Compatibility Mode, no dice.
I tried running the game at a lower resolution, no dice.
I tried updating windows media player and direct x, no dice.
I even tried deleting the qts file, and still no dice.
Any suggestions?

It seems it may be a sound issue from reading a bit of the other thread. You could try disabling your sound card with hardware device manager just to see if that allows the game to run. Not a permanent solution just to help troubleshoot your problem.
Also if you have an anti virus running you could try reinstalling the game with the anti virus disbled just to make sure its not interfering with the install. I would advise disconnecting from the internet whilst doing so.
No dice, neither disabling my sound driver nor disabling my internet/antivirus software during a reinstall had any effect. Still get the fatal panic when I open the game.
Your also not pressing spacebar or esc to try skipping the intro movies?
No, the game doesn't even get to that point. As soon as I double click the executable, I get the error message.
I found a solution-

Apparently my video card, a nvidia quadro 140m, does not naturally support the 640*480*16 resolution that this game runs in (the lowest resolution naturally supported 800*600). For a bit I thought I was SOL, but by downloading the latest drivers, extracting these and modifying the *.inf files in the extract to include the 640*480*16 resolution, and then resinstalling these modified video drivers, I was able to make the game run without any errors.

In particular, I modified the *.inf files in the following way:
For every occurrence of
HKR,, NV_Modes, %REG_MULTI_SZ%, "{*}S 720x480 720x576=1; ...
I added the following line:
HKR,, NV_Modes, %REG_SZ_APPEND%, "{*}S 640x480x16,32=1fff;"
This line essentially tells the installer to add a registry entry supporting 640*480 in 16bit and 32 bit colors for any refresh rate.

Note that this line appears in many different *.inf files. However a quick search in my system folders revealed that only a few were actually being used for my computer, the rest presumably for other system configurations. So I made the above modification in the driver download extract, ran the driver installation and now Septerra Core works like a charm. I don't even need to lower my computers resolution before launching the program, apparently the game picks up that my computer now supports its video mode.

Thats a pretty clever fix, glad it actually works for you. I wouldn't of though something like that would work as you would assume that the guys writing the drivers would put compatibility in for as wide a range of resolutions as possible.
Also Skreczi has been fairly active on the forums as of late and will beable to mark your problem as the actual solution if/when he notices this thread.
I'm in the same boat as the OP, except I have a firegl v5700 with the latest drivers I can (two revisions behind, screw you ATI for not supporting laptops!)
All the things he tried did not work for me either.
However, renaming/deleting qts allows me to launch the game. Tried sound hardware and all that and set it to the lowest i have latest direct x and all that stuff
I'm getting really frustrated too, I can't set the compatability to anything other than win98/me and win 2000, and i cant uncheck disable visual themes and advanced text services either.
