I've done everything I can think of - talked to everyone, etc., and Ugarte and Ferrari just don't appear at the Dead Parrot Inn during the Rite of Conquest for me. I've come back several days in a row to no luck.

Also, it seems if I let myself get to Day 9 Rakeesh will tell me that Erasmus is poisoned and Magnum Opus is dead. I thought these events were supposed to trigger based on completing the Rites? Is the in-game clock still involved somehow? The walkthroughs I've looked at suggest that all of this is supposed to just trigger based on which Rite is happening currently.
During the Rite of Conquest, Ugarte will appear, but not in his usual spot. At night during this Rite, go from the Dead Parrot Inn to the Adventurer's Guild. Ugarte will be waiting for you there.

Mind you, this meeting is optional. You won't even get any points for doing this meeting unless you are a Paladin & you do the right thing. This is just for some extra plot and for some interesting dialogue.

I'm not sure how Erasmus got poisoned or Magnum Opus got killed before you went to Sifnos. That's not supposed to happen. That's either a glitch I am unaware of, or maybe Elsa or Gort went to Sifnos and won the Rite before you did, thereby advancing time.

I walked that route plenty of times, nada. :(

Interesting about Elsa or Gort possibly getting to Sifnos first - I didn't know that could happen. Would that be based on the in-game clock, then? Previous playthroughs had lead me to believe that the clock didn't have any effect this time around.
Maybe you have to talk to Ugarte in the Dead Parrot first. You should be able to find Ugarte in the Dead Parrot by himself (no Ferrari). Talk to him about all the conversation topics and then go to the Adventurer's Guild. Actually, you might have to wait until after 8 PM to go to the Adventurer's Guild, I'm not sure.

You might also have to do this on the same day that you completed the Rite of Freedom. If my memory serves right, then you will have to complete the Rite of Freedom during the daytime, and then go to the Dead Parrot that evening and talk to Ugarte, and then go to the Adventurer's Guild.
Was never able to find him at the Dead Parrot or by the Adventurer's Guild, so it sounds like you were right and I just missed it. C'est la vie I guess.
The good news is, you didn't miss anything that's required to beat the game. In fact, unless you are a paladin, you didn't even miss out on any points.
Just to clear this up, the only way to make sure this happens is to talk to Ugarte alone & then Ugarte and Ferrari (leave and come back) at the Dead Parrot after the 1st rite and BEFORE starting the rights of conquest. Then to Ugarte again at the Dead Parrot during the right of conquest. Now he will appear when it's night time at the bridge near the Adventure Guild.
I can confirm this. This caught me off guard and I was happy to have a save to fall back to. For clarification, after you reported the death of Kokeeno to the guards, and before you turn in the Rite of Freedom by giving a Hall of Kings guard one of your Town Sigils, visit the Dead Parrot inn twice and talk with Ugarte and Ferrari. Then after turning in your Town Sigil to started the Rite of Conquest you can talk with him again. The cutscene at the Adventurer's Guild now plays correctly.
