I'm not sure how it can be justified that a broken game is sold by one of my favorite online retailers but when I click the PR2 avatar on my dkestop it shows the "working" dialogue on my cursor then nothing happens. When I try to open it again, I get told it's running an instance.
I am running Windows 8.1, for reference. This is important because the solutions I have found only appear to work for Windows 7.

I know that Steam forums have this same problem so it's not merely GoG.Com's version but still, please fix this.

Indeed I did, but you did remind me that I forgot to mention in the OP I'm running Windows 8.1 which seems to be the sticky wicket preventing those solutions from working on PR2 :/
I guess you've already tried compatibility modes for Win7 and XP. If not try it.
It's the 64 bit version of Win 8.1, isn't it?

Indeed, which may be the issue.
I am using W8.1 and it is running fine with the following settings:

Just to be on the safe side, I changed under properties (right click on pr2.exe, select properties)

tick on compatibility mode and change it to Windows 95

deselect (if choosen)
mod for reduced colours
640 * 480

select high DPI value deactivated
Run program as administrator

and deselect one drive

the rest depends a bit on your graphic card as well, it has to support some minimum values as well, would need more information on this to answer honestly :P

with this settings it is running smoothly on my W8.1

Sadly, this doesn't seem to work for me. I've tried the suggested options, as well as installing the game in a separate folder, but it still doesn't run. The program itself starts, but I can't start an actual game. Once the loading screen finishes, it just freezes there, leaving me with some marine sound effects and the menu background picture. Anyone able to help? Using Win 8.1

You did apply the changes I suggested? From your description that was my original problem before I made those changes.

And which kind of graphic card are you running?

Did you install directx9.0c?

Yes, I applied all the changes you suggested. The problem was the same before and after, though. My graphic card is an AMD Radeon R4 (tried on my laptop), and according to dxdiag I'm using DirectX 11.

Don't get me wrong, directX11 is NOT downwards compatible, so you might just have to install dirextx9.0c.. It is NOT included in 11!!!

Edit: Apparently I can't install Direct X 9c on Windows 8.1, the installer cancels with a message that I have to do this on something between Win 98 or XP.

Edit 2: found a standalone installer.

Just to add to the solution in this thread. I have the game on Steam but it shouldnt change much, see my attached pictures for what compatibility I used.
The swap from 95 to 98 improved the graphics quality and loading time.
I found that the water looked all awful and corrupted, however.
This is why the config exe has those permissions too, because it seemed like it wasnt able to actually make the writes it needed beforehand.

So i got myself a new PC, windows 8.1.
I tried everything possible, but the PR 2 just wont start.

Any last tips?
