I killed the necromancer in the Mausoleum and got thanked by the guardian spirit there.
Now i wanted to turn the quest in at Norochj, the one who initially sent me there, but no matter what I do i cant open a conversation with him.
I have no trouble speaking with other people in the Dustman bar. What's up?

I had this problem with a few others - just leave, go to another location and return and it should work. It did for me.

Or try to save and reload. Loading a different game clears the memory. That's why changing location works.
