Annah cant equip them because I guess she is a Fighter/Thief as opposed to an actual Thief.

Will there be an actual thief I can recruit or should I just sell this, because it seems too good to sell by mistake..

Nameless One : Mage
Morte : Main Biter
Dak'kon : Melee/Mage
Annah : Fighter/Thief

The Club of Nettles is intended for the Nameless One, should you decide to re-classify him as a Thief. If you intend to keep him as a Mage, it's perfectly safe to sell the Club. :)
