Well, I have just completed Itjtawy level. and I think I have figured out the most frustrating part of the game.

Remember when I asked about 'You do not have enough buildings' issue for Culture?

I think I know now what does it mean, at least to the certain moment, that is for Culture rating up to 60.
When the game talks about 'Buildings' for Culture, it means... Temples. If the Culture rating gets stucked on 40, what You have to do is build more temples. And make sure You have the Great Temple.

and the reason I said it's up to rating of 60 is because at certain moment, when I had like 34 temples in my town (which was almost 10 000 people byt the way, and everything else for Health, Entertainment were Perfect, with the exception of Library, which was Average), the rating stayed on 60 and didn't bother to move. At the moment I have no idea how to make it go up.

But... Better this than nothing for people who might have the same problem ruining their fun from the game.

You can build shrines to satisfy the culture requirement for "not enough religious buildings", temple dumps are a waste of workers in a game where unemployment can quickly become a labour shortage due to ageing. I have never had an issue getting my culture up to 70 in most levels by increasing everything but temples (mainly because I design all my cities to cover for shrine use).

I hate to tell you this, but you can actually go to the advisor, and it'll tell you exactly what building you need to reach the culture requirement.
