Interestingly enough, PG1 is the only PG title I'm interested in and the only one not available here. xD
Allied General is also missing (oh, that Soviet Campaign). And People's General (depends if you count it as part of the series or not).
Guys all you need is to use DOSBOX.

I think PG 1 is abadonware now..

It is not that they don't care. It is that unless it is a super popular old game a lot of time it is not worth a lot of their time to try and track down who the new owner is and fixing it so it will work on a modern machine.

For instance Tropico 5 from GOG.com will not work on Windows 10. It is quite popular but GOG.com will not fix it. The sad part is that a fixed version is already available on STEAM so all they really need to do is ask for the updated version.

Another instance much more like this is Below the Root. It still work on new computers and the owner of the game was not hard to track down. The issue is that the current owners are all about "Education" and are not interested in selling games.

Now it could be that these games are really difficult make work, or the owner of the rights might be really hard to find or it is owned by multiple groups, or finally it the owners may not want to sell the game.
You are missing the point. It's cheaper for someone to go out and buy an Win95 or WinXP era computer (16bit/32bit) and get it with that OS installed and then buy and install the original CD/DVD on eBay or elsewhere. Why should the shallow resourced GOG pay a team to bring forward a very old, not-known how it's programmed, game to be sold for likely less then 10 bucks? A development team, even if it's smart pair of them, costs a LOT especially when the external resources are added. They time has passed for any development except known fixed costs to be put into "older" games. The market simply isn't there anymore. And you know that the typical casual buyer will simply wait until the price drops for the couple of times they actually _do_ play the game.
