Are you asking how create custom content in the toolset or how to launch it at all? Which NWN game are we talking about? NWN Diamond Edtion, NWN Enhanced Edition or NWN2?

You will have to put some effort to create custom content. Check these guides:

It may seem a little complicated in the beginning, but I'm sure you'll manage to create something interesting. :)
