You could use the basic serials on one and then use the serials from your account on the other. I would suggest that you let your brother use the ones the installer comes with and then use the serials from your account on your copy of the game. But I am not sure if GOG will let you do that but that is what I would do in case there was a serial conflict when running the game via LAN.
With the master server down that will work, but only if you connect by LAN. Your brother won't be able to play online outside your LAN, but you will.
whenever i try to register for a bioware community name, the game tells me that my cd key is unregistered and the url it gives me is no longer available. i thought this game had working multiplayer?
The master bioware servers are offline but you can find other servers like persistent worlds and such to play on tho. There are several threads on the fact and check the stickies as well.
the game doesnt want to let us play together because were using the same keys. the game only came with 1 set of keys as far i can tell and those are the ones on the download page. by default the game didnt have any keys attached and i had to use the serial tool to add them.

what to do?
If the game won't run without applying the downloaded CD keys, you'll have to buy another copy for your brother I reckon...

You don't need a bioware username any more. You can log in using any username/password you want, but you will need to use your unique CD key to log into most servers,
